Unclear goals

I am responsible for working with our existing clients to make sure they are satisified with the service they receive from us. I am losing my motivation because my company keeps cutting costs, my clients are upset, and I am unclear about what "doing a good job" is defined as these days. How to resolve it; I suppose I need to take more initiative to come up with my own answers and solutions and present those to my boss. But I think she should be a little more aware of what is going on….and increase the amount of communication so we know what is going on and why. Is that so hard? A little communication could go a long way.
